Decades of instability

In early October, both groups attacked the cities of Dembia and Rafaï, in Mbomou City Hall, mainly directing the Fulani Pastoral Community and other Muslims, as well as a Sudanese refugee camp and asylum candidates.
In Dembia, WTA and Azanikpigbe publicly fought a 36 -year -old Fulani man, “creating a climate of terror among the population,” according to the report, while seven other Fulani men were tied and thrown alive in the Ouara River.
The attackers also performed widespread sexual violence, with at least 24 victims, including 14 women and seven girls who were raped.
On January 21, an attack separated to a Fulani field near Mboki, Haut-Pimou, left at least 12 dead.
Call responsibility
Volker Türk, UN High Human Rights Commissioner, highlighted the need to bring the authors to court.
“These horrible crimes should not be unpunished. Responsibility is fundamental to ensure that these violations never happen again,” he he saidasking that the ties between the WTA group and the National Army are clarified and by full transparency in relation to the group’s actions and their legality.
“If this is not possible, the group should be disarmed.”
According to the report, at least 14 WTA members were arrested in Mboki and Bangui after the attack on the Fulani field near Mboki.
Presence of limited state
The report also highlighted the limited presence of the State Security Forces in parts of the municipalities of Mbomou and Haut-PMBOMOU, feeding the climate of impunity.

Answer and efforts ongoing
In response to violence, the minusca intensified efforts to protect civilians and support the restoration of state authority in the affected regions.
Since October 2024, the mission implemented forces for Dembia, establishing a temporary operational base. In January, he also defended the most Armed Forces in Central Africa (knife) to reinforce safety.
In addition, it facilitated a visit from the regional governor Dembia in November, helping to promote dialogue and reconciliation between the communities of the region.
