The meeting, held under the assembly Veto initiativefollowed the use of Russia from his Security Council Veto on February 24 to block changes to a United States resolution project about the conflict in Ukraine.
The two amendments were proposed by the European members of the Council – France, the United Kingdom, Denmark, Greece and Slovenia. A third amendment introduced by Russia also failed to get enough support.
As a result, the US resolution approved in its original form, marking the first resolution of the Security Council since the large -scale invasion of Russia in February 2022. Ten members of the Council voted in favor while the five European sponsors of the amendments abstained.
At the beginning of that day, the General Assembly adopted two resolutions – one introduced by Ukraine and the other by the United States, mirroring the text later sent to the Security Council.
The US resolution was only approved after the addition of EU -led amendments, leading the US to abstain from its own motion and vote on the same side as Russia, Belarus and DPR Korea, most commonly known as North Korea.
Promote a peaceful and inclusive dialogue
Opening the debate of the General Assembly on Thursday, President Philémon Yang underlined what The body must remain “firm in promoting peaceful solutions and inclusive dialogue”.
He recalled the two resolutions adopted on February 24, when the Assembly met in an emergency session about the situation in Ukraine.
“In both, the General Assembly reaffirmed its unshakable commitment to Ukraine’s sovereignty, independence, unity and territorial integrity within its internationally recognized borders,” Yang said.
“In addition, the Assembly was unambiguous in its appeal to just, lasting and comprehensive peace between Ukraine and the Russian Federation – A peace that aligns with the United Nations Charter and the principles of sovereign equality and territorial integrity, ”he added.
Mutually reinforcement
President Yang emphasized that the General Assembly and the Security Council must work together in the pursuit of peace.
“While the Security Council has the primary responsibility to maintain international peace and security, the General Assembly plays a crucial role in responding to conflicts and crises,“He said.
However, he lamented the growing use of the vetoes of the Security Council.
“It is unfortunate that we should call ourselves in these circumstances, as the frequency of vetoes continues to increase since 2022,” he added, asking the states -Member to reflect on how to make deliberations in the most binding veto initiative.
Russia confirmed its responsibility: Ambassador
Taking the ground as the first speaker, Russia’s first permanent depresentative, Dmitry Polyanskiy, said his country’s votes against the change project should “interrupt” the plans of Western countries that would harm the Mandate of the Security Council.
“We greatly value the US initiative and see the text that was adopted as a step in the direction and certain reasons for new efforts to a peaceful solution to the Ukraine crisis,” he said.

No equivalence between aggressor and victim: EU
Hedda Samson, Vice -Chief of Delegation from the European Union (EU), said the vetoes of Russia blocked the reference to the commitment of the security council to sovereignty, independence and the territorial integrity of Ukraine, as well as a fair and lasting peace in line. UN letter.
The two proposals from the board members of the Council received nine and 11 positive votes, respectively, she said.
“Let it be clear, Russia is abusing its veto power to block references to the principle of territorial integrity and peace aligned with the UN letter,” he added, stating that Russia is undermining the main principles of the multilateral system.

USA committed to ending Russia-Ukraine Guerra: Ambassador
Speaking of the United States, the interim representative Dorothy Shea said her country is committed to ending the Russian-Ukraine war, which showed the Security Council on February 24.
“Hundreds of thousands of Ukrainians and Russians died. The more the war continues, the greater the suffering for both nations. The war must end now, and peace must be durable and lasting, ”she said.
With the adoption of Resolution 2774, she continued, the Security Council showed that the United Nations can still fulfill the purposes and principles of her letter, especially to maintain international peace and security, including through the peaceful settlement of disputes.
“We remember the world that there is a common ground in which we can all agree. All UN member states can agree that war is a tragedy and should end. Resolution 277 of the Security Council does not end the war, but put us on a path to peace, ”he added.
Russia is abusing its veto: Ukraine
Chargé d’Akrainian Khrystyna Hayovyshyn said Russia’s behavior on the security council after its aggression against its country is the “most vivid example” of how harmful the misuse of veto could be by the council’s ability to respond effectively.
“All resolution projects that the UN Security Council have tried to adopt in response to Russian aggression against Ukraine from 2014 to 2024 were vetoed by the Russian Federation,” she said.
She noted that the amendments proposed by Denmark, France, Greece, Slovenia, and the United Kingdom would have contributed to aligning Resolution 274 of the UN with the UN letter and reaffirming the commitment to sovereignty, independence and territorial integrity of Ukraine.
The resolution adopted, Hayovyshyn continued, had no essential elements, especially those in the classification of war as an act of aggression and do not reflect the principles of the UN letter.
